What is social housing in New Zealand and who provides it?
Social housing in New Zealand is subsidised housing provided to people who cannot afford market rents and have a genuine need for housing support. The primary provider is Kainga Ora (Homes and Communities), the government housing agency. Community housing providers registered with the Social Housing Register also provide social housing in many regions.
Who is eligible to apply for social housing in New Zealand?
To be eligible for the Housing Register you must be a New Zealand citizen or permanent resident who has lived in New Zealand for at least two years, be aged 16 or over, have a housing need that cannot reasonably be met in the private rental market, and meet income and asset limits. Serious housing need is assessed by Ministry of Social Development (MSD).
How do I apply for social housing in New Zealand?
You apply through Work and Income or MSD at workandincome.govt.nz or by calling 0800 559 009. You can also apply in person at a Work and Income service centre. You will need to complete an Application for Social Housing and provide evidence of identity, income, assets, and your current housing situation including any notices to vacate or unsafe conditions.
What is the Housing Register and how does it work in New Zealand?
The Housing Register is a list of people who have been assessed as eligible for social housing and are waiting for a suitable home to become available. MSD assesses your housing need and gives you a priority rating. Higher priority is given to people in urgent need such as those facing homelessness, family violence situations, or serious overcrowding.

What is income-related rent and how is it calculated in New Zealand?
Income-related rent is a subsidised rent paid by eligible social housing tenants to Kainga Ora or a community housing provider. You pay no more than 25 percent of your net household income in rent, regardless of the market value of the home. The government pays the difference between your income-related rent and the market rent to the housing provider.
What happens if my social housing application is declined in New Zealand?
If MSD declines your application for social housing or gives you a lower priority rating than you expected, you can request an internal review of the decision within three months. If still dissatisfied, you can appeal to the Social Security Appeal Authority. The appeal is free and you can represent yourself with written submissions.
Can I transfer to a different Kainga Ora property in New Zealand?
Yes. Once you are a Kainga Ora tenant, you can apply to transfer to a different property if your housing need has changed, for example because your family has grown, your health requires a different property type, or you need to move closer to support. Apply through your Kainga Ora tenancy manager.

What other housing assistance is available in New Zealand while waiting for social housing?
While on the Housing Register, you may be eligible for the Accommodation Supplement to help with private rental costs, an Emergency Housing Special Needs Grant for urgent short-term accommodation, or transitional housing. Apply for all available support through Work and Income when you apply for social housing.
Are there rights and obligations for Kainga Ora tenants in New Zealand?
Yes. Kainga Ora tenancies are governed by the Residential Tenancies Act 1986. Tenants have all the standard rights of residential tenants including the right to quiet enjoyment, proper notice for inspections and entry, and recourse to the Tenancy Tribunal for any disputes with Kainga Ora as landlord.
