What is Universal Credit and what does it replace?
Universal Credit (UC) is a single monthly benefit payment administered by the Department for Work and Pensions (DWP) through Jobcentre Plus. It replaces six legacy benefits: Jobseeker's Allowance (JSA), Employment and Support Allowance (ESA), Housing Benefit, Child Tax Credit, Working Tax Credit, and Income Support. If you currently receive any of these, you will eventually be moved to UC through a process called managed migration.
How do I apply for Universal Credit online?
Go to universal-credit.service.gov.uk and create a Government Gateway account. The application asks about your identity, household, income, savings, housing costs, and caring responsibilities. You must verify your identity online using documents such as a passport or driving licence. After submitting, you will be contacted to confirm your identity at a Jobcentre Plus appointment if online verification fails.
What is the five-week wait and how can I manage it?
There is a five-week wait between making your first UC claim and receiving your first payment. This covers the assessment period plus a processing delay. If you cannot manage during this period, you can request an advance payment of up to 100% of your estimated first payment. The advance is repayable from future UC payments, typically over 24 months. You can request an advance through your UC journal or by calling the UC helpline.
What is the claimant commitment and do I have to sign it?
A claimant commitment is a personalised agreement between you and the DWP setting out what you will do to prepare for or find work. It is tailored to your circumstances โ for example, if you have caring responsibilities or a health condition, your requirements will be adjusted. You must accept your claimant commitment to receive UC. If you disagree with the requirements, discuss them with your work coach before signing.

What are sanctions and how do I avoid them?
A sanction reduces your UC payment when the DWP decides you have failed to meet a claimant commitment requirement without good reason โ for example, missing a work coach appointment or failing to apply for jobs. Sanctions can last from one week to three years depending on the severity. To avoid sanctions: attend all appointments, record all job search activity in your journal, and report any good reason for non-compliance (such as illness) promptly through your journal.
How do I report a change of circumstances?
You must report changes promptly through the UC journal in your online account. Changes that must be reported include: starting or leaving a job, a change in earnings, a change of address, a new partner moving in, a new child, a change in health condition, or a change in childcare costs. Failing to report a change can result in an overpayment you will have to repay, or a penalty for benefit fraud.
How do I challenge a UC sanction or wrong decision?
If you disagree with a UC decision, you must first request a mandatory reconsideration from the DWP within one month of the decision. Submit your request through your journal or in writing, explaining why you think the decision is wrong. If the DWP upholds the decision, you can appeal to the Social Security and Child Support Tribunal โ an independent body separate from the DWP. Appeals are free and you can represent yourself.

What is the two-child limit and does it affect my UC?
The two-child limit means that, for children born on or after 6 April 2017, the child element of UC is only paid for the first two children in a household. A third or subsequent child does not receive the child element unless an exception applies โ for example, if the child was born as a result of a non-consensual conception. If you believe an exception applies, you can claim it through the DWP's exception process.
Can Universal Credit help with housing costs?
Yes. The housing costs element of UC can help pay rent for private or social housing. For private renters, the amount is based on the Local Housing Allowance (LHA) for your area โ the rate covering the cheapest 30% of properties. The housing element is paid to you as part of your UC payment; you then pay your landlord. If you are struggling to pay rent, you can ask for an alternative payment arrangement (APA) to have housing costs paid directly to your landlord.
