What is the difference between ESA and PIP?
Employment and Support Allowance (ESA) is paid to people who cannot work due to illness or disability. Personal Independence Payment (PIP) is paid to people who need help with daily living or mobility activities, regardless of whether they work. You can be in paid employment and still receive PIP. ESA and PIP have completely separate eligibility criteria.
Can I claim both ESA and PIP at the same time?
Yes. ESA and PIP are assessed independently and you may qualify for both simultaneously. Receiving PIP does not affect your ESA entitlement and vice versa. Many people with long-term conditions claim both. Citizens Advice recommends that anyone with a disability or health condition checks their eligibility for PIP even if they are already on ESA.
What are the ESA work capability assessment groups?
After a work capability assessment (WCA), claimants are placed in either the Work-Related Activity Group (WRAG) or the Support Group. The Support Group is for people with the most severe conditions and attracts a higher rate with no requirement to attend work-focused interviews. The WRAG requires engagement with work preparation activities.
Is Universal Credit replacing ESA?
Universal Credit (UC) is replacing legacy ESA for new claimants. If you cannot work due to a health condition under UC, you can be assessed for the Limited Capability for Work and Work-Related Activity (LCWRA) element, which is the UC equivalent of the ESA Support Group. Existing ESA claimants are being gradually migrated to UC through the managed migration process.

How do I apply for PIP in England, Wales, or Scotland?
You start a PIP claim by calling the DWP PIP claim line on 0800 917 2222. You will then receive a PIP2 form (How your disability affects you) which must be completed in detail with supporting evidence from your GP, consultant, or other healthcare professionals. The more detail and evidence you provide, the stronger your claim.
What is mandatory reconsideration and when must I request it?
If your PIP or ESA claim is refused or awarded at a lower rate than you believe you are entitled to, you must request a mandatory reconsideration before you can appeal to a tribunal. You must request mandatory reconsideration within one month of the decision letter date. Mandatory reconsideration is free and is handled by a different DWP decision-maker.

Tribunal success rates for PIP and ESA appeals are consistently high. HMCTS statistics show that around 68% of PIP appeals and 72% of ESA appeals decided at tribunal are decided in favour of the claimant. Keep a diary of your symptoms for several weeks before completing the forms.
